Before Tempest joined IST he was running with a different crowd. He was the leader of a small time gang in Hong Kong. He took a job from the Yakuza to deliver a package to some terrorists. During the delivery he was involved in a shootout between his gang and a rival gang. During the fight he was exposed to the contents of the package, an ornate jade carving which endowed him with the mystical properties of the Furies from Chinese legand. This of course pissed off Stormfront, who was expecting the package so that they could give the powers to someone of their choosing. By the time they had decided on killing Tempest and giving the powers to some other guy, he took off and joined IST in order to have some protection. His first assignment was to London where he became good friends with Nova and the rest of the guys.
